Nearly 100 Foreign Workers Found Living In Illegal Rooftop “Cage Homes” In Kuala Lumpur
Kuala Lumpur Cage Homes Raided By Authorities

Authorities have raided several Kuala Lumpur cage homes after discovering nearly 100 foreign workers living in illegal rooftop structures in the heart of the city. The joint operation, carried out by the Kuala Lumpur Fire and Rescue Department, police and Kuala Lumpur City Hall (DBKL), took place along Jalan Tun H.S. Lee on Tuesday, 30 June. The enforcement action followed growing concerns over fire safety, particularly after a fatal blaze at a nearby building on the same street claimed one life and injured 11 others earlier this month.
Illegal Rooftop Units Raise Serious Fire Concerns
According to Fire and Rescue Department Fire Safety Division director Datuk Norazam Khamis, the rooftops of three buildings had been illegally enclosed with metal roofing before being divided into 27 small rental units. Each room accommodated at least two occupants, while some housed up to four tenants. The structures were reportedly built using combustible materials such as timber, plywood and gypsum board, offering little fire resistance. Authorities also found that many tenants cooked inside the units, significantly increasing the risk of a fire breaking out.
Owners Ordered To Demolish Illegal Structures
Officials warned that the enclosed rooftop units could become deadly traps during a fire due to limited escape routes and the intense heat generated by the metal roofing. The Fire and Rescue Department has issued notices under Section 8 of the Fire Services Act 1988, requiring the building owners to eliminate the identified fire hazards. Meanwhile, DBKL has served a seven-day demolition notice ordering the illegal structures to be removed. Authorities said legal action, including possible court-ordered closure of the premises, will be pursued if the owners fail to comply. Investigators believe the foreign workers chose the units because of their low monthly rental, reportedly starting from RM200.
