Malaysia Confirms Vape Sales Ban, Will Start With Open System Devices
The Malaysian government has confirmed that the sale of electronic cigarettes and vapes will be banned, starting with a phased rollout that will initially target open system devices.
Health Minister Datuk Seri Dr Dzulkefly Ahmad shared that this decision is part of a broader strategy to curb misuse and protect public health, especially among young people.
Full Ban to Be Carried Out in Phases
Although a specific timeline has not been announced, Dr Dzulkefly said the Ministry of Health (MOH) has already held detailed discussions with key government agencies as groundwork for the ban.
“This includes the Ministry of Finance (MOF), the Royal Malaysian Customs Department, the Ministry of Domestic Trade (KPDN), the Ministry of Home Affairs through the Royal Malaysia Police (PDRM), the Ministry of Investment, Trade and Industry (MITI), the Malaysian Investment Development Authority (MIDA), and the Legal Advisor’s Office,” he said.
He added that the findings and implementation proposal will be presented to the Cabinet to secure policy-level approval. Once approved, this will pave the way for a nationwide ban covering all types of electronic nicotine delivery systems.
Several States Have Already Taken Action
Dr Dzulkefly also commended six Malaysian states — Johor, Kelantan, Terengganu, Perlis, Kedah, and Pahang — for their proactive steps in rejecting or declining to renew vape sales licenses under their local councils’ jurisdiction.
“This move aligns with our national public health objectives,” he said.
